Question: Baby movement is felt very lower the tummy.. Is it normal in 23 weeks of pregnancy??

Answer: Your uterus isn't as high as it will be in say 5-6 weeks from now, it's about at or right above your belly button, but it depends on the position of the baby, if he is head up and he could be kicking you lower and you feel less movement up towards the top.
